The Board are not aware whether any

special circumstances exist which might justify such

concessions, and no argument in their support is

contained in the covering dispatch from the Governor

of Hong Kong. I am accordingly to suggest, for the

consideration of the Lords Commissioners,

that

wless and until adequate reasons are forthcoming

for the grant of such exceptional powers, the relevant

provisions should be deleted from the Bill.
